The importance of foreign aid
When the new US government announced it was suspending foreign aid by freezing the budget of the US agency for international aid USAID. The Trump regime's desire to cut international development aid is part of an overall desire to decrease US government spending, and its focus on aid is more closely aligned with the government's Make America Great Again agenda. The UK have followed the US by cutting its own aid budget from 0.5% of GDP to 0.3% to fund an increase in defence spending. The EU is cutting $2B of aid in the next two years.
There is increased pressure on aid spending in many countries as these countries struggle with high budget deficits and pressure on government spending. Countries are also looking to spend more in other areas, such as education, healthcare and defence.
The implications for reducing spending on overseas aid will be significant for ELDCs that receive aid. Assistance in the form of grants and soft loans helps fill the funding gap of low-income countries and helps reduce the effects of the poverty cycle. Aid is also essential during humanitarian crises caused by weather events and natural disasters. For example, the World Health Organization has said that HIV treatments in 50 countries have been suspended and polio and mpox programmes have also been affected.
Reducing aid can negatively impact ELDCs' long-term growth potential. Investments in infrastructure, training, and education from MDCs help boost ELDCs' potential output. Therefore, cutting foreign aid by MDCs is likely to reduce these benefits.
Many politicians, economists, and commentators in MDCs are concerned about the long-term consequences for their countries of reducing their aid budgets. They fear that reducing aid will weaken relations between donor and recipient countries, hindering trade cooperation and potential investment opportunities. There is also an important ethical dimension to reducing aid that benefits some of the poorest in the world and widens global income inequality.
